I faced this error while i moved from XP to Windows 7 and trying to login old VSS data in Windows 7. This error appear due to less permission over the VSS directory.
To fix this error follow these steps:
1. Go to VSS parent directory.
2. Right Click –> Properties –> security
3. Now Change the permission user (for your windows login user) click on Edit (for permission)
4. Select the user and give full control.
5. Click ok. Now try to login with same credential. you will be able to login.

I have a PC with windows 7. I keep the VSS 2005 there. At home network, I am trying to connect to the VSS using my laptop (another computer with windows 7), but I am receiving this same error. Connecting to it on my PC works just fine. I have tried to give full control to "everyone", "homegroup", "system". I tried to share the VSS folder. No matter what I tried, it won't change. Do you have any recommendation for me to try?
